On Thursday, April 15, 2010, from 2:00 p.m. - 3:45 p.m., Charles Samuels, a member in the Antitrust & Federal Regulation Section, will speak on "The Consumer Product Safety Improvement Act: Ready or Not?" at an HB Litigation Conference. Topics to be discussed include a general summary of the CPSIA and how it changed the CPSA (products affected, changes to recall guidelines, and civil penalties), product testing and certificates of compliance (general conformity and third-party testing requirements for children’s products), stays of enforcement for testing and certification (which products are subject to stay and which products are now subject to testing requirements?), CPSC/manufacturer implementation and compliance struggles, consumer product database (the implementation plan, target date, monitoring concerns, and correction process), and new legislation and the future of the CPSIA.
