Washington, D.C. – ML Strategies and Mintz, Levin, Cohn, Ferris, Glovsky and Popeo, P.C. today announced the addition of Tom Koutsoumpas, a senior level executive with over 30 years of experience in government, public policy and issue advocacy at the federal and state levels.
Mr. Koutsoumpas, who most recently served at Corporate Vice President/Federal Affairs with UnitedHealth Group overseeing the company's federal government affairs, will be Senior Vice President of ML Strategies/U.S. and based in the Washington, D.C. office.
"Tom's extensive experience in government and private industry, and in particular his depth of knowledge of the health care field, adds an important dimension to the services we can provide to clients across the country," said Stephen P. Tocco, President and Chief Executive Officer of ML Strategies. "His strong relationships with key decision makers and understanding of complex policy issues compliment the firm's national health law practice and ML Strategies' expanding government relations group."
Prior to joining UnitedHealth Group, Mr. Koutsoumpas served as Executive Vice President and Chief of Public Affairs at VITAS Healthcare Corporation, the nation's largest provider of end-of-life care. Prior to that, he was Senior Advisor and Executive Assistant/Federal Affairs to Indiana Governor, now Senator Evan Bayh. Mr. Koutsoumpas also served as Government Relations Counselor for a Washington law firm, and worked in government relations for one of the nation's largest public relations firms. For more than 11 years, he served in a variety of staff and legislative functions for Senator Birch Bayh.

Mr. Koutsoumpas is a graduate of Georgetown University and holds a degree in American Studies. He serves on the board of the National Hospice Foundation and on the Public Policy Steering Committee. He is also a member of the Business-Government Relations Council, and former member of the Board of Regents of Georgetown University.
