Mintz Levin and ML Strategies Expand Health Care Regulatory and Reform Expertise with Addition of Gary E. Bacher

Washington, D.C. – Mintz, Levin, Cohn, Ferris, Glovsky and Popeo, P.C. and ML Strategies  today announced the addition of Gary E. Bacher, a senior legal and policy advisor with extensive experience in regulatory, public policy, and transactional issues in the health care industry. 

Mr. Bacher joins the firm as Of Counsel in the firm’s Health Law Practice and Senior Vice President in ML Strategies, the consulting affiliate of Mintz Levin.

“Gary’s experience working in the public and private sectors on a number of complex regulatory and policy issues, including a variety of health care reform matters, adds an important dimension to the services that we can provide to our clients,” said Karen S. Lovitch, Leader of the Mintz Levin’s Health Law Practice. “We are delighted that Gary has joined the firm and ML Strategies.”

Prior to joining Mintz Levin and ML Strategies, Mr. Bacher was Senior Vice President at America’s Health Insurance Plans (AHIP). While there he led the Association’s policy development work on health care reform and regulatory implementation, and focused on complex policy and implementation issues requiring a cross-functional approach that bridges the areas of public policy, law, and economics/actuarial science.

Previously, Mr. Bacher was Vice President of Public Affairs at UnitedHealth Group, where he led strategic and regulatory affairs advocacy for the company’s Medicare Advantage and Medicare Part D prescription drug plans, and served as Vice President in a business development capacity.

Mr. Bacher graduated from Georgetown University’s School of Foreign Service.  He received his J.D. from Stanford Law School and an M.P.A. from Princeton University’s Woodrow Wilson School.  Mr. Bacher is admitted to practice in New York, New Jersey and the District of Columbia.
